Mr Hemant Goyal Chief Financial Officer

Mr. Hemant Goyal is the Chief Financial Officer of TP Central Odisha Distribution Limited (TPCODL). He brings with him over three decades of experience in the Power and Telecom sectors. He had earlier served at various senior level positions in Tata Power Delhi Distribution Limited (TPDDL), BSES Rajdhani Power Limited, Bharti Airtel and Modi Korea Telecom. His expertise lies in putting the financial systems and policies in place for new ventures and organisation restructuring for strong fiscal controls and good corporate governance in the interest of all stakeholders, including planning and crisis management in a scenario of huge regulatory asset. He has been an active policy advisor on Financial Accounting, Taxation and Sectorial Issues & Challenges to the Government, Professional Institutions and Regulatory Bodies.

Mr. Goyal is a qualified Chartered Accountant (1991 batch) and Commerce graduate from Rajasthan University. He is also an active member in various apex industrial forums like FlCCI, PHDCCI etc. He has honed his management and leadership skills at Michigan Ross School of Business and Tata Management Training Centre (TMTC).

R. K. Rastogi Chief Operations

R. K. Rastogi is a core power sector professional with an illustrious career spanning more than 25 years. He is a qualified Electrical Engineer and possess an MBA degree with specialization in Finance. During the initial years of his career he was involved in setting up and operation of Process industries and thereafter comprehensively engaged in various segments of power sector especially in generation & distribution sector. Presently, he is associated with TP central Odisha Distribution Ltd. (a JV of Tata Power and Govt. of Odisha , India), a power distribution utility in Odisha (India) as Chief Operations Services.

He is a result oriented professional with exhaustive experience in managing a wide array of functions which broadly includes Design & Development of quality & reliable power distribution network, AT&C loss reduction , Adoption, deployment & integration of various IT / OT systems etc. His core competency lies in smooth deployment & integration of various IT / OT systems in a seamless manner suiting to user requirement and thus facilitating improved levels of Operational & Commercial efficiency parameters. He has been instrumental in deployment & integration of GSAS, GIS, SCADA, DMS, DA, OMS etc. in a seamless manner and was also engaged in implementation of AMI, FFA, Big data system, ADR, Battery Storage System etc at TPDDL Delhi during his tenure as Head Technical services.

Back Ground :

29 years of experience in Electrical Utility Sector pertaining to Project Execution, Installation & Commissioning, Operation & Maintenance, and as a Project manager with various companies.

With TATA Power-DDL, he is looking after ADMS project implementation, AMI based ADR project on high end consumers for technology demonstration .

Engineer & MBA by education with experience of leading large ADMS implementation project for 1.6 Mn Consumers.

Area of expertise :

As IT & Automation expert, assisted in Designing specification of communication infrastructure & Controllers and developed an ADMS roadmap for relatively higher reliability indices.

Planning & execution of ADMS and SCADA project planning, scheduling and budgeting based upon project commissioning and start-up schedule. Performed complete engineering design and established procedures for equipment selection

Schematic design, system layout, cost estimation and system documentation for facility instrumentation and control systems.

Project Manager for implementation of a Pilot Project on Automatic Metering Infrastructure ( AMI) along with Automatic Demand Response ( ADR) on High end Commercial and Industrial(C&I) consumers of TPDDL.

Mr. Parveen Kumar Verma Chief Commercial

Mr. Parveen Kumar Verma is the Chief Commercial Services at TP Central Odisha Distribution Limited. Basically an Electrical Engineer, he is a Distribution sector professional with experience in the field of Operations, Technology and Commercial spanning close to two and half decades. Prior to switching to Power Distribution in erstwhile Delhi Vidyut Board, he worked with Bureau of Indian Standards and specialized in the area of Power Cables.

Mr. Verma prior to taking up his role in TPCODL as Chief Operation Services and subsequently as Chief Commercial services was associated with Tata Power Delhi Distribution Limited (TPDDL) across various departments. He has been instrumental in setting up OMS from scratch as well as strengthening of GIS across TPDDL. With his result-oriented approach, he was able to bring sea change in AT&C Loss reduction while he was in Field Operations and then in the field of Network Planning, Engineering and Quality as Head of Department and subsequently as the Head.

Mr. Verma assumed the role of Chief Commercial Services in TPCODL since June 2021. He has played a key role in reducing the AT&C losses through comprehensive analysis and deployment of strategic measures.

Mr. Verma is an alumnus of Faculty of Management Studies, Delhi with Strategy & Leadership as major. He is Fellow if “The Institution of Engineers India”

Puneet Munjal Chief (Regulations & Government Affairs)

With a career spanning over thirty three years, entirely in the Power Sector, Mr. Puneet Munjal brings with him a rich experience in diverse areas like Regulatory Affairs, Financial Management, Business Development and Corporate Strategy.

Mr. Munjal, prior to taking up his current role of Chief (Regulations & Government Affairs), was the first CFO & Chief (Legal & Regulatory) of TP Central Odisha Distribution Limited on takeover of the Utility by Tata Power from the erstwhile CESU. Prior to joining TP Central Odisha Distribution Limited w.e.f. 01.06.2020, he led Tata Power Delhi Distribution Limited’s Business Development, Contracts and Power Management function.

Starting his career with a leading Public Sector Power Company in India, viz. NTPC Ltd., he moved to the Private Sector in 1997 when he joined an Independent Power Producer (IPP) with majority stake of US based Investors. In 2001, Mr. Munjal moved to BSES in Business Development and was responsible for due diligence of various opportunities including the Delhi Distribution Privatization. From 2003 to 2013, Mr. Munjal handled various responsibilities including Finance, Regulatory Affairs, Power Management and Corporate Strategy in Tata Power-DDL. During this stint, he was instrumental in drafting, negotiating and finalizing Bankable Power Purchase Agreements aggregating to approximately 1500 MW of Generation Capacity with various Public Sector Generating Companies and IPPs. In addition to this, he handled Corporate Finance & Regulatory Affairs and was responsible for the formulation of operational plans and preparation, filing & piloting the company’s Tariff Petitions with the Regulatory Authorities. Mr. Munjal also worked extensively in the area of Business Development with emphasis on Project Finance including Mergers & Acquisitions, Financial Modelling, Risk Analysis and Project Documentation.

In October 2013, Mr. Puneet Munjal moved to Tata Power-DDL’s parent company viz. The Tata Power Company Ltd., working in different capacities, first as Head of Commercial, where amongst others, he was responsible for formulation, negotiation, execution and ensuring compliance of Power Purchase Agreements for Tata Power as well as its Associates/JV Companies. He was also actively involved in advocacy for formulation of Power Purchase Agreements under the bidding guidelines notified by the Government of India. Mr. Munjal returned back to Tata Power Delhi Distribution Ltd. In 2018.

Mr. Puneet Munjal is actively involved in advocacy and policy formulation in the power sector and is a member of various committees and task forces constituted by Industrial Bodies such as CII, FICCI, ASSOCHAM etc.

Mr. Puneet Munjal is an alumnus of Faculty of Management Studies, Delhi with Finance as major.

Mr Pravin Jain Chief Procurement

Pravin Kumar Jain has been associated with the Tata Power Group since 1988 and has more than Three decades of experience across the power value chain viz. Generation, Transmission and Distribution. He has worked in many areas such as Power System Protection, Testing & Commissioning, Quality Assurance, Engineering, Project Engineering Management, Business Development and Contracts. Pravin has been associated with various Electrical and Power System Professional Committees and Associations such as CBIP, CIGRE, BIS, WRPC, Doble etc. and has also contributed many papers at National and International conferences.

Pravin has done his Bachelor’s Degree in Electrical Engineering from College of Engineering, Pune. He also holds an Executive MBA from S P Jain Institute of Management and Research, Mumbai.

Arvind Singh Chief Executive Officer

Mr. Arvind Singh, a highly accomplished and esteemed power sector professional with an illustrious career spanning over 39 years, stands as an exemplary leader in the power industry. With a career that began as a Graduate Engineering Trainee (GET) at TATA Power, Mr. Singh has consistently demonstrated his ability to excel in various roles within the Generation, Transmission, and Distribution verticals.

Mr. Singh holds a B.Tech degree from IIT Madras and is an esteemed alumnus of Loyola College, Madras and Loyola School, Jamshedpur.

Before assuming his current position in Odisha, Mr. Singh held the esteemed titles of CEO of TP Southern Odisha Distribution Limited (TPSODL), ED & CEO of Powerlinks Transmission Limited and Chief - Transmission at The TATA Power Company Limited. His extensive experience and expertise in the power sector make him a valuable addition to our organization.

Mr. Singh's journey at TATA Power has been marked by significant contributions. He spent six years at the Bhira Generating Station and made a notable impact during his 13-year tenure at the Kalyan Receiving Station, Parel Receiving Station and at Distribution Division at Mahalaxmi. From 2005 to 2007, Mr. Singh held the position of Area Power System Manager at Tata Power Delhi Distribution Limited, showcasing his diverse range of skills and responsibilities. Subsequently, from 2010 to 2015, he served as the Executive Director and CEO at Powerlinks Transmission Limited, a joint venture between Tata Power and Powergrid. He then led the Transmission business of Tata Power Mumbai before taking the reins of newly formed Discom, TP Southern Odisha Distribution Limited (TPSODL) as the CEO. Under his leadership, TPSODL transformed into a consumer centric Discom with significant reduction in AT & C losses.

Mr. Singh's profound expertise, exceptional work ethics and deep understanding of the power sector truly sets him apart as a leader. His highly potent analytical skills and effective Operations Management make him an invaluable asset in project planning and execution.

Chintamani Chitnis Chief -Technology

Chintamani Chitnis is presently Chief -Technology (Power System Control, Geographical Information System & Automation) at TP Central Odisha Distribution Ltd (TPCODL). He has been instrumental in establishing first of its kind Centralized Power System Control Centre in Odisha at TPCODL after takeover, with the development & deployment of a unique model Distribution Network Operations methodology - DiNOM (Distribution Network Operations Model) for a composite automated-non automated, urban-rural network for ensuring, enhancing Safety, ensuring Operational Excellence and improving Reliability .A patent for DiNOM has also been filed.

A Core Power Sector professional in Transmission and Distribution with over 28 years of experience in areas of the areas of Operations & Maintenance ,Network Planning, Design and Engineering, Geographical Information System (GIS), Distribution Automation (DA),Distribution Management System (DMS), Power System Control , Digitalization ,Power Quality Monitoring & Assessment ,Regulatory Interface , Grid & Distribution Operations ,Power Management , Underground Cable network management , Safety and Construction Standards ,Key Consumer Management etc. He has a varied experience in working with State, Private and PPP Utilities, having worked at Tata Power Company Mumbai, North Delhi Power Ltd (now TPDDL), TPCODL and State Distribution Utilities.

He has presented & published more than 30 Technical papers in various National and International Forums like CPRI, CIGRE, CIRED, ISGF, IEEE, Doble, CBIP, BIS and IIPE

Has been a member of working groups of Bureau of Indian Standards (BIS) including Transformers and Insulating Fluids, member of committees on revision of CEA Safety Regulations and CEA Technical Standards of Construction.

He holds an e Masters in Power Sector Regulations, Economics and Management from Indian Institute of Technology, Kanpur (IITK), a Post Graduate Diploma in Operations Management and Engineering Degree.

Manoj Kumar Singh Chief Commercial Services

Mr. Manoj Kumar Singh is an Electrical Engineering Graduate (1987) with Post Graduate in Management from XIMB (1989). He is also a Certified Energy Auditor by Bureau of Energy Efficiency, Ministry of Power, Govt. of India.

He was working with HMT Ltd at their Bangalore, Guwahati, Calcutta, New Delhi and Bhubaneswar office from 1989 to 1997.Then,he joined PwC in 1997 as Management Consultant in the Power Sector reform project of Odisha.

He was working as Sr. General Manager, Consultancy Wing, Xavier Institute of Management, Bhubaneswar in its pioneering works on community involvement in rural power distribution and concept of franchising during FY 1999-2002.

Mr. Singh joined CESU on 2007 as GM (AT&C) and involved in franchise operations, DSM activities, energy audit, metering, regulatory affairs, business plan preparation etc.

Now, he is working as Chief (Commercial Services) in TPCODL. He is having nearly 35 years of experience in marketing, consulting, strategic planning, regulatory affairs, energy accounting & auditing, contract development & its administration, project management, training & development, relationship management, team-building etc.
